There are all kinds of birds of prey out in the California countryside, including golden eagles and many kinds of hawks and falcons. Sometimes when they swoop down for a spot of lunch they get into a bit more of an altercation than they probably intended, and sometimes lose a few feathers in the process. These hawk feathers belonged to a goshawk - the dark spots on the feathers create a striped effect when they are all together.
